Database Use Disclaimers

Does anyone have the skinny of the legalities of putting a disclaimer at the
top of a very long page of Databases? Repeating the text, "Available to
Whatever College affiliated users only" for everyone of hundreds of
databases seems redundant, unaesthetic, and code-heavy. But putting "All
databases are available to Whatever College affiliated users only unless
otherwise indicated" at the top of the page means it cannot be seen after
the user is below the first half dozen databases.
