Local Group Policy

I configure Windows 2000 Pro computers for our library patrons using local
group policy. I have enabled the "Hide all icons on the desktop". When a
particular user logs on to a game site he downloads and installs the Dream
Seeker software and away he goes. After that the desktop icons are showing.
In looking at group policy later it is still ENABLED but the icons remain. 
Thank goodness we are using Centurion Guardian so everything is ok upon
restart.  I also thought I had it locked down better so he wouldn't be able
to install the software, but maybe not.

What could be happening here?
