Newsgroups are certainly more efficient for those who want to download
.jpg or .mov or similar files.  However, for those who want "live
chat" and "live interactive video" and such, they need the web as far
as I know.

I'd imagine that some do, some don't.  Our library doesn't, but the
university computer labs do.

Yes, most do.  And the laws don't discriminate by the method of
dissemination.  They presumably cover newsgroups, http, ftp, and
others.
