The consequences of the USA PATRIOT Act are significant.  Now the
government can come on site, install monitoring devices on a server,
preventing you from complaining about it or alerting your patrons that
(the FISA gag order), and hang around indefinitely.  Now the government
can request and receive a "roving wiretap," which follows the suspect
from device to device.
