You may want to look at Envisionware's Launch Command:
http://www.envisionware.com/launch/index.htm The piece on your local PC is
a web browser plug-in. The executables are on your local server, so those
users without the plug-in and/or the network access will not be able to
reach the applications. It runs from URLs on your web pages. We've been
using it for years to run CD-ROM apps, but it can run any compatible
executable. Each service you want to run has its own definition file.
