blocking email client

We are putting our public machines onto a DSL line and loading Clean Slate 
and PWB onto them.  We hope that with this combination of networking and 
software, we do not have to place restrictions on the machines and 
the  software.  The one thing that we would like to do is to block the user 
from using any email client on the computer.  Is it possible to do that 
blocking using the policy editor or some  similiar technique?

We would appreciate any help, hints that are out there.
