I've been using HTML-Kit for some time now. Free download for Windows
users at http://www.chami.com. BTW, It also runs will in Virtual-PC for
you MAC users. Haven't tried it using WINE on Linux yet.
Syntax based hilighting for all of your favorite languages, programmable
hot keys, lots of free add-ins available, well documented API for
developers.
HTML-Tidy comes as a plug-in in the default distribution.
