Disable address book

Ok - 
I know it can be done - because I've done it before - 
But now I cant seem to find the switch.
I've managed to lock out Outlook Express as far as reading or sending mail or news is concerned.
But the patron can still go 
File - New - Contact -- and bring up the address book.

How did I stop this?

Am running W2K clients on W2K server so I have access to group policy as well as IEAK 6.
