Start with traceroute (or tracert if you're on a Windows box)

It shows each of the hops that your traffic is taking.  Usually you'll
see a "dogleg", or one hop that takes significantly longer than any
other.

Are you trying to get to stuff outside of Australia?  Transoceanic links
are always slower than not.
