[WEB4LIB] Library Websites that think locally

This is a little periphal since it is a flaw in our web-based catalog
rather than in our website.  When we migrated to a web-based catalog
we opted to include the specific location of each collection (e.g. Second
floor, Behind Circulation Desk) in the OPAC collection name display.
Other libraries in our shared database opted to include loan
policy information (e.g. Library Use Only).  These isn't enough roon in
the collection name display to include both types of information.  While I
was an advocate of the location info, I've come to the conclusion we were
thinking locally.  Remote users need to know whether something can leave
the building, not where it is in the building.
