Why do they keep releasing Netscape 4.xx versions?

Several times, people have asked why new version of Netscape 4.xx keep coming out. It seems
particularly frustrating after running into bugs in the 6.x versions of Netscape when one wonders
why the Netscape people are investing time into that buggy old browser.  Here's a possible answer to
