We do use Pcounter with NT (Windows 2000 Server and Windows 98 machines).
it works well for us.  

For the security minded, it does show you the names of every document
printed (but you can delete the logs regularly).  There have been a few
quirks, but it has worked very well.

We run this, in cooperation with our University Computing Services, on our 
campus Novell network, so I don't know about NT.
