[WEB4LIB] Unable to reach any Melvyl or CDLib web or telnet sites

When I tried  http://melvyl.ucop.edu, I was asked for a user name and
password.  

I had no problems getting into http://www.cdlib.org/; have you asked
your ISP if the problem is on their end?
