How does one establish that "the most effective college web pages ... list 
the type of user"?

Is this an opinion, or has it been demonstrated anywhere -- in any way -- 
that an audience-based architecture is more effective than, say, a 
task-based navigational system?


This kind of thing keeps me up at night.
