A lot depends on your specific needs, the size of your site, the 
kinds of pages and more.  For example, a Belgian site search engine 
should support French, Dutch, and German, including extended 
characters such as umlauts, accents and carets.   If you buy a 
package, you will also want to find a company that accepts your 
institutional payment forms and provides local technical support in 
your time zone.

A remote search service might be the easiest and cheapest solution. 
However, if it's located in France, I would be concerned about using 
a remote search service in the US, because of the distance that the 
queries would have to travel.  Two search services with data centers 
in Europe are MondoSearch and SearchEngine.com -- you may want to try 
those out.  If you choose a search engine, take a look at Alkaline, 
Extense, Aurweb, DioWeb, and Albert.
