Are your public access machines internet only? You might want to take a look
at the Public Web Browser from http://TeamSoftware.Bizland.com. This browser
has a policy intro page built in that makes patrons accept the use policy
before they are allowed to use the browser. If the browser is not what you
are looking for they might be willing to put something together for you.

Hello,
I am interested in putting together an pop-up intro page for our users on
the public access machines. This page would have our library Internet
policy and/or other information and an agree or don't agree button. I know
that this can be done with visual basic, but are there other tools or
programming languages that I could use? I need a boost in the right
direction. Any help would be greatly appreciated. Thanks
