No, the people who did DeCSS hacked the DVDs so that they could play
their legal acquired DVDs on their computers for which the DVD
manufacturers did not provide a player.

view of the programmers:

(Including the claim that copying and distributing DVD movies via the
web would be impractical anyway.)
