locking IE Favorites

Does anyone know a way to lock the favorites in IE 5.0?  We want to allow
access to a preselected list of favorites, but do not want patrons adding
to, deleting from, rearraging, renaming, etc. them.  Or if they do make
changes, we want IE to reset to our list next time the computer is logged
in.

This would be for Windows NT 4.0 workstations.  We do not have them
networked to an NT server.
