Check out the "Collection on Critical Global Issues" at 
http://www.nzdl.org/cgi-bin/library?a=p&p=about&c=ccgi.  It's part of the 
United Nations University, and it provides exactly those feature.  Limited 
set of resources, but available publicly and freely to anyone.
