Public Browser as W2K shell, or home page links launching PWB and not IE

PWB can be used as a NT shell, but the instructions are for NT 4.0 and they 
don't work for W2K, but that would be fine if I can instead set it up such 
that with Active Desktop on,  view desktop as web page and set to use my 
home page (which will be the library's main web page, and that when a 
patron clicks on any link instead of launching IE, the computer would 
launch PWB instead.  I've done a search but haven't found anything that 
shows how in W2K I can make the computer launch PWB when a person clicks on 
a link in the desktop web page.
