Finding links to specific pages

What are the best sites to use for finding Web pages that link to a specific
URL?

I am not sure I'm asking the question correctly, so let me give an example:

I want to enter a specific URL, e.g.:
http://www.lis.uiuc.edu/~b-sloan/ready4ref.htm

And then I want to retrieve a list of Web pages that have links to the above
URL.
