It really irritates me when someone says one browser is "better" than
another.  Better for what? Better when?  Better for what audience?  They
just assume "one size fits all" approach.  IE 5.5 is better for our uses
here at Morrisville College because that is what the college supports and
because we are a laptop campus where the majority of users have IBM
ThinkPads.  We are also a Microsoft Office shop.  Frankly, I find all of the
browsers to have too much in them as far as "features".  I want my e-mail to
be a separate program from my browser.  IE allows that, Netscape want to
take over. As far as designing for one browser over another,  that is pure
foolishness.
