Disable right-click on Start Menu in W2K

I've found how to disable right-click for the Start button, the Task bar, 
the desktop and in explore panes, but this all still allows right-clicks in 
the Start Menu.  I've searched for a way to disable that, but so far to no 
avail.  Does anyone know how to do this?
