Monster.com

We are having problems with Monster.com
patrons can connect to the site - create a resume - save it --
BUT
When they click ACTIVATE Dr.Watson logs an access error on our end and bails
me out fo IE.

IF I am logged on as an admin (NT4) I have no problem. SO - I assume it is
permissions related.

Anyone have a clue what file Monster.com is trying to create and/or modify
so I can adjust permissions accordingly.
