[WEB4LIB] netLibrary records in OPAC

Just let the patron create their own account.  That will allow them to use
your netLibrary collection from any Internet connected computer.  User
education would be the easiest way to let them know they must access
netLibrary from you campus first.  Why make it complicated?  It is what most
of the SUNY colleges are doing here in New York State.
