Mozilla Behavior

I've finally started pulling together my help pages for Mozilla and I should have
a link posted here soon.  Before I do that, I'm trying to work through some
curious behavior I have notice with Mozilla.  Here's my question:

When I install Mozilla on a machine where a version of Netscape is installed, it
creates the users directory, "Users50", in the "Netscape" directory instead of in
the "Mozilla.org" directory.  Anyone know why this is being installed tehre?  Is
this an intentional behavior?  This isn't where I expected to find it.  This was
on a machine running WindowsNT 4 Workstation.  I noticed on Win2K that it install
that directory in the "Documents and Settings" folder.
