Originally, milestones were the finish points for features/operability.
They originally had M1 through M30 planned. October of 2000 was when
they reached M18. Because they were wanting to change their numbering
to better match what people are used to (ver x.x) they decided to call
that one build mozilla 0.6, because this was the code that went into
Netscape 6.0 (so Netscape 6.0 is just half-baked mozilla). They are
planning to use the build numbers, which they are also calling
milestones, from now on. The plan is to have 1.0 ready any time from
the middle of this year, to the beginning of next year.

FYI: They are currently at mozilla 0.7, but they have 'frozen' the code
(locked out adding new features and started cleaning up the coding of
whats there) for the release of 0.8 later this month.
