Thomas Dowling has said a lot of it already.  We use roll overs at Our
library page.  It works in Lynx and runs through the latest version of Bobby
with no problems.  The URL is:

The pages alos use stylesheets to create the rollo vers.  No javascripts are
used except for the scrolling banner at the top.  There is a plain text
alterante to the banner.
