Resources for Pricing Web Site and Database Creation

A patron/colleague is seeking information on creating a website to access a database.  She will be writing a grant proposal for the cost, not only of creating the website, but also of creating the database.  Ultimately, grant monies will also be sought to maintain the database, website, etc.  What is a good resource for background and current information about the foregoing?
