Resource Editors

Are any of you using C++ (or another resource editor) to tinker with
Netscape menus? Is this still possible? If so, I'd love to hear from
you.
I am currently using Netsape's CCK to create a customized netscape.cfg
file to lock down Netscape a bit, but am finding it limited. I'd like to
gray out menu items (e.g. Edit, Preferences, etc.) but can't do it with
the .cfg file. I'd rather not use Winselect, or other third party
software, as we have memory limitations.
Any ideas?
