free WYSIWIG webpage editors?

I friend of mine is asking about free WYSIWIG webpage editors.  Is anyone
aware of any for the Windows 95/98/2000 platform?  He is not after wizards
or such.  Just wants to create pages in the WYSIWIG arena.  Just send me
URLs.  I don't want to start a debate.
