disabling the windows key

I have recently discovered that on boot up there is a few second opportunity when patrons can use the Windows key shortcut to allow them access to "Run" "Explore" and others before the security software kicks in.  If someone knows of a registry change that disables the windows key, I would appreciate the information.  We are running both Windows 95 and 98 on our public machines.  Thank you
