Bill,
I don't know of any FrontPage add-ons that will automatically ensure web accessibility for the disabled, but you should try the Bobby validator at http://www.cast.org/bobby
Bobby evaluates your site based on the W3C's web accessibility guidelines. It doesn't automatically fix your code, but it does give you suggestions for what to change. There's also a good manual checklist for the guidelines
