Web Server / Collaborative Web Dev Recommendations?

OK, I'm ready to move out of the Bronze Age for our library site. Our 
library web site has grown to such complexity (and there are immediate 
plans for it to grow even more in complexity: more data, more web pages in 
more sub-directories, more online locally created databases and indexes, 
etc) that I need 2 interrelated items: an HTML editor that allows 
collaborative work and that works well with a web server software to create 
and maintain databases, and I want to place our web site on it's own web 
server.  Thus, any comments, recommends, cautions, warnings, ideas that can 
help me brainstorm and research getting a web server (machine and software) 
and a collaborative HTML software to work with it would be appreciated.

  We have a Novell network, and our desktops are migrating to NT4 and Win 
2000 (with all Win 2000 by next summer).
