Monitoring remote sites

I am looking for freeware or shareware software for Windows95 that will let
me know if a remote site goes down.  I would prefer one that starts
monitoring as soon as it is started.  I want to monitor websites and telnet
connections.  It should be able to keep a log of response time and up time.
