Creating html mail based electronic newsletters

I have not been able to find any information on this topic.  I would like to
create an occasional e-mail based newsletter for our faculty and students.
I want it to useful the capabilities of Outlook 98 and Outlook 2000 to
display html e-mail messages that look and act like webpages. Everyone here
uses Outlook or the web version of Outlook via the Exchange server.  Can I
do this with FrontPage 2000?  I do not want to send webpages as attachments.
The editor portion of Outlook 2000 for html format e-mail is too limited.
