[WEB4LIB] browser problem

The only things I can think of are:
Be sure you have the 16 bit version of Netscape for Win 3.1:
http://home.netscape.com/download/archive/client_archive40x.html
Else, how much hard drive space do you have left--for vitual memory?
Has your Windows temp directory never been cleaned out?
Try reinstalling Windows 3.1 and your TCP/IP client--perhaps you're
using Winsock?
Better yet--upgrade to new equipment and a current OS.
If you insist on keeping your Gateway--I suggest trying
Red Hat Linux on it. It comes with Netscape.
