you can 1. lock the "Internet Preferences" file in the Preferences folder. This has a side effect of disabling setting of cookies. people won't be able to use their hotmail accounts. 2. or make a copy of this file and have a start-up AppleScript put this into the Preferences folder, replacing the old one. You can have this script run periodically.
