Ah, but the clue at stake is knowing how to make a page *work and look*
the way you want in the target user environment, but still *work* in any
other user environment.  I would hardly say that, for example, Eudora Web
for a Palm Pilot is the "lowest tech browser possible"--it just operates
in a significantly different display environment than IE or Netscape on my
21" monitor.  If a page works only on my desktop, but I'm in an airport or
hotel room using my Palm, a designer that doesn't meet this criterion, for
my particular needs, is clueless.
