Similar approach here at Pitt's Library System:  we enter records for all of our
electronic journals into the catalog. We generate a title list of ejournals on our
website by directly querying our catalog (using PHP), but we consider our catalog
the primary repository for all resources. Subject specialists can fill out a form to
request that a nonsubscribed (free) title be cataloged. Once cataloged it too will
appear on the ejournals list on our website.
