PHP, a name, and Netscape problem

I'm using PHP and MySQL and having a problem with Netscape recognizing name 
anchors in URLs.  See 
http://www.nnlm.nlm.nih.gov/members/reports/docuser_format.html?l=ALUUAL#ill1 
which works fine in IE.  Netscape goes to the bottom of the page instead of 
stopping at the name anchor.  Does anyone have any suggestions?
