[WEB4LIB] RE: web cache and remote access

I have never heard any of our users complain about such a problem no matter
what ISP they are using to reach our databases from off campus.  We use
EZproxy for remote authentication by IP so I suspect EZproxy  does a good
job of handling such things as Thomas Dowling mentioned.
