[WEB4LIB] animated GIFs

There is a program called "GIF Animator" that is user friendly.  It is currently being used by the Bill and Melinda Gates Foundation on there "ART" profile in conjunction with the Native American Access to Technology Program.  They tested a variety of animation software before choosing to use it on their public access model.
