Descriptions for staff assistant positions

We're talking about developing a staff (non-librarian) position,
possibly part-time, for help with some of the web development (scanning
documents for the web, for example) and for some public computer
maintenance that is currently done by a librarian.  

I would greatly appreciate it if those of you who have similar staff
positions would share some the description of duties and other job
specifications you've used when you've done hiring for this sort of
position.  Also, if you have any advice about doing this sort of hiring,
please share that as well.
