Computer labs...controlling programs that can be run

I considered using the feature of Windows NT which does this, but it looked a
bit kinky to figure out - there are a lot of programs running in the
background.

We have found that our normal security which prevents users from messing with
the computer's setup also prevents them from installing anything.  While there
are some programs which do not require installation to run (we even had someone
run a DOS resume program from a floppy), this prevents most of it.
