two questions; Compass and workstation "freeze"

I bought Compass some time ago when Netscape said that not being able to
sort bookmarks was a design feature not a fault. Now I have moved to an IE
shop, I have tried to use it with Compass.  I can put the bookmarks in
Compass, sort them, but when I try to export them to IE it says it is "not a
valid bookmark file."  Does anyone use Compass with IE?

Also, everyone I know seems to have their workstations frees up while on the
Internet.  At random occasions, the computer will not do anything quickly or
at times not at all.  Sort, look at files, copy - anything.  Not even open
or close windows.  Often the resources are quite low with units that are
well over 100 MEG of RAM.  

Can someone explain this?

I don't know what to do.  I imagine if I got a real workstation with a GB of
RAM (or more) and more hard disk than I can imagine with more than one
processor it would still do that "freeze" at times.
