I have a few questions and observations, with the caveat that this is NOT my
area of expertise:
1. The scan density appropriate for on-screen viewing could be much lower than
that appropriate for printing. Perhaps you should have two scans, one for each
purpose.
2. Since PDF is optimized for printout, perhaps it is not the best format for
on-screen viewing.
3. If you're scanning text, are you using a "line art" (i.e.,
1-bit) setting? That will greatly reduce file size.
4. Compression is most impressive on full-color, either photographs (JPEG,
etc.) or solid-color art (GIF, etc.).
