Proxy client settings and System policy

I have changed my proxy server to MS Proxy 2.
I am using a policy that prevents network browsing from the public
access stations.

I can use the proxy client if I am logged in as an administrator. It's
not working on the public access stations. I think it is because the
proxy client is looking for the computer name where the proxy server is
installed (\\LIRA)

Does my diagnosis sound correct? 
Is there any way to overcome this problem without compromizing security?
