Accessing CD-images saved to hard disks

I recently learned that with Macs, the lastest version of the DiskCopy
program will make an image of a CD and store it on the hard disk. You
then have to run the program to mount the image, but once mounted it
behaves exactly as though the CD were in the drive. That is useful for
some CD based resources using more than one CD, e.g. the two CD
version of the WorldBook that comes with iMacs. This program means you
don't need to give out the CDs to patrons or leave CDs in the machine.
I know it is possible to share CDs and files in almost every
system. But I was curious if this is doable in Windows or NT. That is,
if there is a program to locally mount a CD-image, so it behaves
exactly as though the CD were in a local drive.
