A couple of notes:
1. You don't need anything special to make a PC record (digitize) audio. It's
been standard equipment for years. Your sound card should have inputs for
microphone and possibly "line" input. You would use the latter if you had
recorded on a tape (or digital) recorder, and it had a line output. Of course,
quality of sound cards varies considerably, and since sound INPUT is not used
as much, they might have scrimped there.
2. Windows includes a module that can record audio - see
Accessories:Entertainment:Sound recorder. You can specify quality level and
mono vs. stereo. This will leave you with a .WAV file.
3. To put this on a web site, decide first if you want "streaming" audio or
just files. You can very easily post a WAV file for download, with nothing
special on the host. The downloader would have to download the entire thing
and then listen. I don't know if this would be practical for an hour-long
meeting.
4. The hardest part may be finding a microphone that will pick up well in a
group setting. That's true for plain old cassette tapes, as well.
